This paper will analyze the important role of uni¬ver¬si¬ties; city campus redevelopment in stimulating the city’s internal expansion, instead of suburban expansions. Case studies to be examined include Pittsburgh, Osaka and several Chinese cities.
Abstract
Universities are valuable assets of a city. They are places where innovative brain power and young talent gather, and where advanced R&D capacity and interdisciplinary collaboration opportunities concentrate. They also facilitate incubators for high-tech enterprises that have the capacity or potential to initiate and stimulate economic growth. Urban neighborhoods surrounding universities with a rich variety of places and active cultural life are providing both the space and the atmosphere for active interactions among people.

However, many universities around the world are now undertaking new construction and moving from urban to suburban locations and opening new suburban campuses to improve their facilities and expand their campuses, with the intention of gaining national and international standing and attracting more students and top faculty. This recent trend of suburban relocation and expansion of university campus weakened the aforesaid critical influence of universities and university campuses on urban development and urban life.

This paper will analyze the important role of universities¡¯ city campus redevelopment in stimulating the ¡°city internal expansion¡± instead of suburban expansions. Case studies to be examined include Pittsburgh, USA, who has recognized the importance of adjacency between main campus and new R&D institutes by urban brown field redevelopment efforts; the robotic city development of Osaka, Japan, as a successful example of urban redevelopment collaboration between city government and universities by locating major research centers in downtown. It is an important move made by the Osaka as a long term goal to develop its robotic industry. Several Chinese universities will also be examined, since the expansion and relocation of their campuses has accelerated growth around the new campus, which has resulted in significant social, economic and environmental concerns. This paper will open a new line of policy agenda discussion about the role of universities in urban redevelopment and urban expansion.
