Short Outline
The paper analyses ecological problems in Serbian cities (especially Belgrade) caused by unplanned development. Considering the context of urban changes and EU guidelines, the paper will propose planning solutions which could decrease CO2 emission and improve life quality.
Abstract
During the past two decades, the development and transformation of cities in Serbia have been considerably influenced by the increase of general poverty, huge unemployment rate and economical inactivity. For example, the analyses of urban processes and actual condition of Belgrade (the capital of Serbia) have shown that in this period local authorities lost their control over the urban and suburban development which resulted in the intensive growth of unregulated and unplanned areas. Consequently, nowadays, every aspect of urban life and every type of urban structure is accompanied with an illegal stream - parallel with the legal one.
The buildings in unplanned settlements and areas were designed without consideration of energy demands/consumption and most of them are still unfinished. Furthermore, the influx of new residents in these areas caused overloading of traffic and other communal infrastructure which was not adjusted to the new demands. As a result, during the last ten years the total CO2 emission has been increased (the residential CO2 emission per capita is 242, 5 kg per person) and about 30% of all CO2 emissions are connected with the building stock.
Therefore, the purpose of this paper is to present a set of ecological problems generated by explosion of unplanned settlements, to analyze various impacts which unplanned urbanization has had to CO2 emission and to propose new planning methods/solutions. They could change current situation, decrease CO2 emission and improve quality of life - in accordance with EU regulations and standards.
