The cities of Bosnia and Herzegovina were entering a new phase of urban development influenced by multiple factors in the socio-economic sphere, whose character and intensity of action transposed into the visible morphological stage of transition.
Abstract
The cities of Bosnia and Herzegovina have been entered a new phase of urban development since 1992 under the influence of multiple factors in the socio-economic sphere, whose character and intensity of action, were resulted with complete change of the national system in the period 1992-1995. Social transition, which was started then, through the processes of privatization of state property, the introduction of market economy, denationalization of urban theritory and reform of laws has been implemented with the strong influence of demographics changes in war migrations, and process of globalization. Changes in the sphere of social processes have made a direct impact on the urban form of cities in B&H. In the first years of transition, urban planning could not keep up to speed changes. Besides the lack of general plans and development strategies, the situation is further complicated due to inadequate legislation in the field of spatial planning, which did not provide the flexibility, adaptability and efficiency of planning and land management in accordance with the dynamic needs of private capital. After passing the new law on spatial planning in 2010, a general legal framework for current reform process was created, but urban planning hasn't clearly defined yet, from the point of its character and importance in the development of cities in transition. Improvement is necessary to look for in a segment of flexible planning methodology development while protecting public interests and traditional values, applying the principles of energy efficiency, strengthening participation, making procedures more efficient to taking and implementation of planning documents, training of all stakeholders in the planning and space management, and improving teaching programs at universities in accordance with modern principles of urban planning.
