Short Outline
Basing its argument on the example of a specific project in Perm, this paper demonstrates the potential of using a multi-modal transportation hub as a catalyst for large-scale regeneration of adjacent areas. It explains the necessity to extend planning efforts beyond the immediate area, creating multiple layers of plans and urban designs at a neighborhood and district level, and connecting them to city-level plans.
Transportation Hub and railway station is a major town-planning center of the city structure, is one of the main elements of its road network and of urban environment. Besides, station is a vital part of the city, dynamic meeting place where lots of people and business activity meet each other. Railway stations in modern cities rapidly become the center of business activity, working around the clock.
First of all a railway station is a Transportation Hub. However, well planned Hub which is integrated into the city structure, becomes the catalyst for city renovation and development. High commercial effectiveness of stations modernization projects could not usually be achieved without “exiting beyond station perimeter”.

Our experience in Transportation Hub design allows us to formulate three rules for creation of a successful Transportation Hub, which is well balanced with city development:

1. “Rule of Reduce Scale”: the basis for station modernization project should be town-planning decisions made on the following levels: agglomeration – city – district – station adjacent territory – station.
2. “Triad Rule”: we must consider functional transformation that a station has gone through within the last 30 years: Station= Transportation Hub + Cultural and Business Center + Zone of Advance Development.
3. “Rule of Proportion”: correlation in design space should be 1:10:100 (1- territory of Railway Station complex, 10 – Zone of Advance Development, 100 – territory for City Road Network involved.

Transportation Hub should be initially considered as a development and investment town-planning project. It should be mutually realized with participation of city administration and in the interests of the citizens. Concept of Perm Transportation Hub designed on the basis of the Perm railway station by “Deutche Bahn” and “Giprogor” is one of the examples of the above approach. Perm project besides town-planning documentation includes financial and economic model, complex investment plan for development of the Transportation Hub and adjacent territories of more than 140 ha.
