Abstract
Interactive planning - use of the ICT as a support for public participation
in urban development planning: Serbia and Montenegro cases

This research deals with previous experience in the development and
application of information and communication technologies (ICT) as a
function of public participation in urban development planning of the cities
and towns in Serbia and Montenegro.

The work will present application of ICT in different stages of the planning
in order to provide various forms of citizen participation. It will also
present some examples on different spatial and problem levels. Besides
information and cooperation, this work will analyze the role of ICT in
citizen education intended to enable them to participate in the planning.

It has long been recognized that rapid ICT development, especially that of
the Internet, represents a global phenomenon that has an impact on numerous
aspects of life and thus also on the planning of sustainable community
development. Also, in the last years, inclusion of the public into various
forms and stages of the planning has been considered a specially efficient
method to identify and preserve the existing and to create and achieve some
new local values. Both these topics, already present and researched for
years globally, have also gained interest in the planning public of Serbia
and Montenegro and they have got their local forms.

Presentation of current situation in Serbia and Montenergo in the field of
ICT application in urban development planning with the inclusion of local
communities may encourage congress participant to cooperate and develop
projects aiming at the knowledge and technologies exchange in this field.
This case can also be of importance in understanding the development
planning trends in the countries in transition such as Serbia and
Montenegro.

This research is a part of the work done for a Master's thesis.
