Short Outline
Abstract received by fax and inserted by ISoCaRP The 'ADES, ASESORIAS DEL ESTADO' Case With the purpose to contribute to the subject of the 37th International Congress 6 of ISOCARP, I want to explain a case study I have developed in the Antioquia region as well as in the City of Medellín for the people who are displaced due to violence. Today, we, most of Colombian professionals are interested in the possibility of freeing our country of the chaos in which it is. This concern carries us to take a leadership, to look for social integration strategies which lead to the benefit of the improvement of Medellín and surroundings and strengthen the Colombian Territory. In this case study about The displayed, the construction of the City -endangered territory-, we found how the context of environment affects the way of life more each time and the status of cities, which shows the existence of identity problems and territorial representativity that is similar with the habits of massive community-exodus, desolation in the original place, provisional settings in campings or gymnasiums, relocation, changes of individual and collectives of the Colombian citizens, which contribute in particular to the displaced population to doubt about their belonging to national territory, ''what may we dream and plan in a country like this? (some of the participants of the workshop, which ADES developed), the norms of the City are totally absent by the dynamic population?'' Without doubt and like Andreas Schneider says in the introduction of the document which invites to this congress, concurrent with the cultural, social-economic and political system, which produced important effects by which we are engaged in the construction of knowledge proponent actions of ''hope for the future'' and the necessity to wake the sense of belonging to the country like macro-spatial environs and smaller environs to have the right of being a citizen. Being a citizen implies not only to know how to transform the way of thinking but also make and organize the democracy which goes over the hegemonic paradigm of the dominant politicians, which permits the persons not only to recognize themselves in what they have been, in what they have made or by the way they have perceived themselves, but also in their possibilities to create what they want to be and to do, and in the way to construct a new way of perception, according to the context of environs. In this sense the study of the case has the task with the help of ISoCaRP to outline possible alternatives, which permit to compose or reconstruct the consciousness of the people again in the sense of being a Colombian citizen which activate questions of collective life as basis to state different values are sense of territoriality, respect and cooperation of the ''cultural negotiation'' which produces tangible results through the spatial intelligence, sustained by the management of the spatial information for the resolving placement problems, orientation and removal of spaces for a positive way to reside by the City and so recuperate the meaningful sense of our land in our bodies, in the end to supply us with new manners of individuation.
Abstract
Each time brings its desire. Of course at this time the sense and maeaning to inhabit humans has distorted in validity for ''occupying'' and ''vacating'' a space and, consequenty, only to confuse the construction of the world by erection in ways of room and space, a product of consolidation of the modern project, in contracting the action of inhabiting.
