Short Outline
Introduction – Problematic context.

Inside the information/communication revolution the role of planners is really changed: while we are discovering new approches based on communication, collaboration, cooperation, there is the great development of tools that make possible this interaction.
This increasing attention to the use of new technologies in the urban patters means that they are important both to the economic development and to the reproduction of social relations. Moreover the actions and the transformations connected with the use of new information and communication technologies (ICT) is very important to create new using values of a specific local context.
The tools could be used in so much different ways inside the public process and from our point of view it depends on the relationships with decision system and the political power.

Case - Study.

Very little introduction on specific Italian context and the declinations of “digital cities” like telematic public experiences inside of the processes of bottom-up management e community building. Reflections about needs to be a “place” much more than an informative point; importance of accessibility and equality for a democratic interaction; role of physical localization in the urban space and its community. And the importance to be a urban space of responsability with a great symbolic values. These are the keys of lectures to understand the two case study.
“Piazza telematica” (Scampia - Na):
It was born from a no profit association and consist of a network 20.000 “Square”oriented to realized a new model of development based on the use of new technologies. The implication with planning process comes from the application of principles of sustainable development and the networks between administrations, citizens and cities.
Virtual Urban Center (Turin):
Real and unreal place born to make friendly the communication between local administration and citiziens and between citizens and citizens, with the large use of new technologies to accompany the politics of transformation. Very well connected with national and international networks it is try to inform, act as mediator, promote.

Conclusion – Implementation

What really happens? What is the exporting part of these projects? How is really possible to implementing the use of ICT to make a good planning processes and than good plans and “good” cities?
The ICT have to assure the Right of Citizenship: the possibilities to partecipate in public decision processes, accessibility to the knowledge and training, possibilities of cooperation to realized project of management of territory sharing from citizens, possibilities to take part of the social life.
We have to understand and do somethings to change istitutional politics and social practices through the innovation of public service and then through technologies.

Abstract
This paper is about use of ICT in urban issues between ''Real'' (Territorial Components) and ''Virtual'', through the comparative explanation of two case study. It investigates ''how'' technological innovations are used, inside the urban upgrading’s processes, depend on differents aims and contexts, to find possible implementations of this use.
