Abstract
This study presents the analytical implications of Urban Growth Potential and land development potential. In doing so, it finds the urban development privatisation and proposes a new method of urban management which focuses various regional characteristics.
The Seoul Metropolitan area is the leading area in Korea. In the 1980's, the public urban management and development started to build up World City, Seoul. It requires a differentiated role of government according to the regional characters especially concerning the preserved power of government as the eminent domain. But Most urban developments so far have been implemented by market-driven interests, resulting in the limited role of government and in massive development without master plans in the capital area. In result, Seoul Metropolitan area, Kyonggido, experienced distortion of spatial structure.
This study proposes a three dimensional analytical method emphasizing analytical hierarchy process. The first process is to develop a method to analyze urban growth potential and land development potential. According to the survey results using the AHP method, the most significant determinants of the urban growth potential are socio-economic variables, such as employment, local taxation, and population. On the other hand, the most robust determinants of the land development potential are highly related to transportation facilities, such as proximity to subways and ICs. The second process applies the analytical method developed from the first process to the existing developed area and analyzes the development behaviors by different actors. Finally, the third process investigates 31 municipalities and 1,632 newly developing areas in Kyonggido and examines their regional characters using the same method.
First, an expected developing area with high level of urban growth potential and of land development potential is concentrated on Yongin and Hwasung city. In such an area, the government should play a role as a city manager that facilitates private-driven development without direct intervention.
Second, an area requiring public investment due to high level of urban growth potential but low level of land development potential is dispersed in the north southern region of the capital area including Ahnsan, Suwon, Kwangjoo, Namyangjoo, and Goyang city. This area needs a long term urban development plan by the government given the lack of initiatives in the private sector.
Third, an area with low level of urban growth potential and of land development potential is concentrated on the north eastern part of the capital area including Yeonchon, Dongdoochon, Yangjoo, Gapyong, Yangpyong, and Yeojoo city. In such an area, the government should play a developmental role and support the private-driven development for a balanced development.
Finally, an area with low level of urban growth potential but high level of land development potential is likely to have a concentration of unplanned small scale development led by the private sector based on development suitability rather than demand. Therefore, such an area requires a mid term plan by the government. This area includes Pajoo, Yeonchon, Pochon, Yichon, and Pyongtaek city in the south northern part of Kyonggido.
This study argues that most urban developments so far implemented by the government have not differentiated themselves from them of the private sector. It contends that the government should play its role based on the various regional characteristics. In doing so, this study sheds light on a growth management by suggesting a hierarchical and dimensional approach based on the analysis of urban growth potential and land development potential.
