The article, based on the Chinese development zone construction, taking the regulatory plan of one as starting point, discusses how to achieve growth without sprawl and to ensure the urban ecological environment at an urban marginal area.
Abstract
Since the reform and opening up, the development zone construction has been carrying on like a ranging fire in many Chinese cities. However, the construction has been became a new enclosure movement resulted from improper construction so as to the vast vacant land or utilization inefficiency. Beijing Zhongguancun Science and Technology Park is the largest development zone in China. In order to meet the developmental demand of high-tech industrial zones, the Zhongguancun Science and Technology Park has been expanded again in 2006; located at urban marginal area and urban landscaping separation area set by Beijing master plan, the northern expansion region of electronic city was a part of those expansion. The article, based on the chinese development zone construction, taken the regulatory plan of the northern expansion region at electronic city as starting point, discusses how to achieve the growth without sprawl and ensure the urban ecological environment about development zone construction at urban marginal area. There are three ways: a) to achieving the land utilization efficiency and ensuring the comfortable and pleasant street blocks environment through the twofold control of ¡®space¡¯ and ¡®utilization¡¯; b) to implementing the stiffness control for public space, and enhancing the flexibility of other areas, ensuring the public interest as well as leaving a space for industry development; and c) to formulating a policy for admittance into industries and ensuring intensive growth in development zone.
