This study evaluates the thesis that planning is a government strategy aimed
at 'governing' urban populations.
Abstract
This study evaluates the thesis that planning is a government strategy
aimed at 'governing' urban populations. To discuss this statement the paper
takes as a reference point the post-structuralist discussion of power, the
state and government in contemporary societies. By taking planning as a
practice of government the text assesses the Brazilian experience of
planning over the last ten years, and shows how planning as a practice of
urban regulation has become a legitimation strategy of government.
