Short Outline
An idea born in a bus waiting in a long queue during THE POZNAN INTERNATIONAL FAIRS - the pulsar effect.
Abstract
1. Advantages of the pulsar effect.
2. The pulsar effect and ''rural - urban partnership''.
3. The pulsar effect and planning adventure.

What happened during one of exhibitions at THE POZNAN INTERNATIONAL FAIRS.?
Sitting in a bus a bus, waiting in a long car queue, can be a fruitful time for a poet, a sociologist, a psychologist, a composer, others... And
for a planner?
Below - about a case of an idea born in a bus, in circumstances described above.
The idea is connected to:
THE CITY OF POZNAN – to protect the city of Poznan against the effects of the agricultural sector restructuring projects in the neighbouring areas.
THE POZNAN COUNTY – to indicate the measures aimed at fighting unemployment by means of cultural identity promotion and “to set” the intellectual potential “in motion”.
The idea - ''The Landscape Ranges'' - is according to expected more and more crowded city.
''The Landscape Ranges'' project elicits intellectual values contained in the space. These values can and should exert impact on physical development plans and extend the scope of business activity engaged in by residents of individual ranges.
The study puts the above assumption into practice by stressing the common values, as recorded in the landscape. These values, not uncovered to the end or else not quite realised, represent the heritage of intellectual culture of the historical and present generations of Poznan city and county inhabitants.
These values are arranged according to single-topic ranges (with their “capitals”). The ranges are co-constituted by the landscapes of related individual places and events. The ranges of:
· RURAL AND FOREST CULTURE TRADITION PROMOTION;
· A TRIP TO THE OLDEST HISTORY OF THE POLISH STATEHOOD;
· HOUSES AND PEOPLE;
· THE POLISH ANTHEM;
· GRANGES (EUR.);
· SPORTS AND RECREATION;
· EXPERIMENTAL FARMING;
as well as the range of the Warta river being an axis of the whole area and integrating fragments of several principal single-topic ranges.
The intention is to attract the residents of specific ranges into the programme implementation, likewise local governments, scientific and cultural institutions as well as organisations and entities interested in the range topic
The project is appreciated by the meeting members. All the more so, as very often such meetings are attended by entities (people and institutions), who would not imagine they could find a plane for common initiative. The discovery that joint actions carried out by very distant entities can be conducive to a common positive target, which in turn enriches each member of the process, seems to be a great achievement of the programme.
The study run and controlled by the planning institution is neither a typical planning document nor an action plan. Instead it is a “message” which awakes the potential of activity in local communities and refers to the tradition of community self-organisation and management. The study is a result of collaboration well above the administrative divisions: of the City of Poznan, the Poznan County as well as town and communes situated within particular ranges.
